The Indian bubble tea supply landscape

Bubble tea in India has grown from a metro curiosity into a serious café category — and the supplier landscape has grown with it. Today it splits into three kinds of company: a small number of actual manufacturers who formulate and produce in India; importers and traders who resell material produced abroad (mostly Taiwan and China) under their own label; and marketplace listers aggregating whatever is available. All three can quote you a price list — they are not interchangeable partners.

Manufacturer vs trader — how to tell

• Factory address on paper. A manufacturer's FSSAI licence says "manufacturer" and names the plant. A trader's licence says trading/repacking.
• COA in their own name. Manufacturers issue Certificates of Analysis for their own batches. Traders forward someone else's — or none.
• Formulation control. Ask for a small tweak — less sugar, a different pack size, a private-label run. A manufacturer can say yes; a reseller can only sell what they bought.
• Batch recall traceability. Ask "if a batch has an issue, how do you trace it?" — a plant answers in batch codes; a trader answers in shrugs.
• Visit-ability. A real plant will host you, in person or on video. Treat reluctance as an answer.

The certifications that matter

• FSSAI — the legal baseline for any food business in India. Verify the licence number on the FSSAI portal.
• FSSC 22000 — a GFSI-recognised food-safety system certification held by relatively few Indian beverage-ingredient makers; it signals audited, documented manufacturing discipline, not just a one-time test report.
• HALAL — widens who you can serve, and matters for exports and institutional buyers.
• APEDA / Tea Board / Coffee Board — registrations that matter if your plans include export or serious tea sourcing.

Questions to ask before you order

• Where exactly is this manufactured? Can I see the plant?
• Do you issue your own COA per batch? Can I see a sample COA?
• What are shelf life and storage conditions per product — and what happens with short-dated stock?
• What are case packs, lead times and dispatch times pan-India?
• Do prices include GST? Will I get a proper GST invoice with HSN codes?
• Which national chains or QSRs do you already supply? References speak.
• Can you support private label or custom formulation when I scale?

Red flags

• No factory address anywhere — website, invoice or packaging.
• "Imported premium quality" with no origin declared — origin labelling is a legal requirement, not a mood.
• No COA, or a COA in another company's name.
• Prices only on WhatsApp, invoices without GST — you carry the compliance risk.
• Stock photos of someone else's products — reverse-image-search the catalogue if unsure.

Common questions

How do I verify a supplier actually manufactures in India?

Check the FSSAI licence type, ask for the factory address and their own-name COA, and ask to visit the plant — in person or on video. Reluctance is an answer.

Which certifications matter most?

FSSAI is the legal floor. FSSC 22000 signals audited manufacturing discipline. HALAL and APEDA matter as you widen your market.

Is importing cheaper?

Rarely, once duty, freight, shelf-life loss and MOQ risk are counted — and lead times make menu changes slow. Local manufacturing ships in days and prices in INR.

What should a first trial order look like?

Small: one or two premixes, pearls, one topping. Judge taste, prep behaviour, and — most importantly — consistency on the second order.
